Thinking about promoting or selling interests in horse racing syndicates?

The Australian horse racing industry is a significant part of the nation’s sporting and cultural landscape, with a history dating back to the early 19th century. Major events like the Melbourne Cup attract international attention and substantial tourism. Economically, the industry makes a considerable contribution to Australia’s GDP, generating billions of dollars annually. It supports tens of thousands of jobs across breeding, training, racing, wagering, and event
management.

Horse racing syndicates in Australia are regulated primarily by state-based racing authorities (known as Principal Racing Authorities or PRA’s) and ASIC (Australian Securities and Investments Commission) to ensure transparency, investor protection, and compliance with financial regulations.

As horse racing syndicates involve shared ownership and financial contributions, they fall under managed investment schemes as defined by the Corporations Act 2001. Authorised representatives of horse racing syndicates—especially those involved in promoting or selling shares in racehorses—must meet certain education and competency requirements.

This course provides the education and training requirements for authorised representatives.

This subject is digitised and features interactive, digital learning.

Note: This course does not meet the RG 146 specialist knowledge requirements for providing general advice on all managed investments, nor the generic knowledge requirements for such. It is specific to horse racing syndicates. It includes the generic and specialist knowledge relevant to horse racing syndicates.

Learning outcomes

On successful completion of the Investing in Horse Racing Syndicates Course, individuals should be able to:

  • Understand the Australian economy and financial markets and their effect on investment issues.
  • Outline the characteristics and risk of managed investments.
  • Explain the regulation of managed investments under the Corporations Act.
  • Discuss the role of an authorised representative.
  • Explain the difference between factual information, general advice and personal advice.
  • Discuss the regulation of horse racing syndicates.
  • Define ethics and understand the difference between compliance and ethics.

Duration

Individuals have a total of:

  • 12 weeks to complete the learning and assessment requirements for the Investing in horse racing syndicates course, from their initial activation date
  • An additional four (4) weeks’ resubmission time – If an individual reaches the end of their initial enrolment period and has been deemed not yet competent in one or more assessment items, then an additional four (4) weeks will be granted, provided the individual attempted all assessment tasks during the initial enrolment period

Therefore, if an individual completes the learning and assessment, and the resubmission time in every subject is granted, the duration will be 16 weeks.

Individuals working in industry may be able to complete the course requirements in a shorter timeframe or less hours per week.

The assessments for each subject are listed below:

Each quiz has 10 questions (from a bank of 20 questions), four (4) attempts. Competent in all questions.

Time limit of 25 minutes applies for each.

Assessments must be completed in order from Topic 1-6.

Individuals must be deemed ‘competent’ in all assessment items in order to be awarded their certificate of completion.

Individuals who complete the course will receive a Certificate of Completion.
